1.Oversee and administer the College's human resource functions. Provide leadership and vision in the development of human resources in consonance with the College's strategic plan.
2.Direct the development of the office of human resources' work plan, goals, and objectives. Assign work activities, including payroll functions, projects and programs and monitor work flow. Review and evaluate projects, methods and procedures and make changes and improvements as needed.
3.Maintain up-to-date knowledge of industry trends and legislation. Insure compliance with all laws and best practices in human resource functions. Consult with legal counsel as necessary and as approved by the Vice President of Finance or the Provost on human resources issues. Analyze data, interpret findings, and make recommendations for change as necessary
4.Prepare, recommend, assess and administer policies and procedures in human resources. Responsible for working with the Provost/VPAA and VP of Finance to develop workplace policies and the communication of those policies.
5.Investigate disciplinary issues and/or employment related complaints/issues.
6.Ensure the prompt and equitable response to complaints made by and/or involving employees of the College (including discrimination, harassment, sexual misconduct, sexual assault, sexual violence and stalking).
7.Serve as the College's Affirmative Action Officer including proposing changes to the affirmative action plan to continue to meet the mission of the College.
8.Coordinate employee relations including the grievance process, Employee Assistance Program, development and training. Act as a liaison in safety and workplace liability issues.
9.In conjunction with the Title IX Coordinator, assist in the development and implementation of disclosures, policies and procedures designed to comply with federal and state legislation; create and publicize avenues for employees to report Title IX-related complaints; participate in investigation and resolution processes; ensure compliance with mandated employee training required by Title IX, VAWA, Campus SaVE, Clery and other related legislation.
10.Provide professional and technical assistance regarding the College's human resource program. Conduct research, make programmatic recommendations, and prepare reports.
11.Provide consultation to search committees and administration as they seek to recruit and retain qualified individuals. Work collaboratively with others to develop a comprehensive program for recruitment and retention of employees.
12.Supervise the administration of the College's compensation, classification and performance evaluation programs.
13.Oversee the College's compensation, classification, training, payroll and benefits programs, including its analysis and communication to employees.
14.Interact with and support the President and Cabinet members on human resource issues.
15.Develop and monitor budgets for North Central College's payroll, benefits and the office of human resources.
16.Recommend, evaluate and provide leadership for training, development and recognition programs.
17.Understand and use the information technology available for use in human resource functions.
18.Serve on College-wide committees such as Welfare and Benefits, Budget, Crisis Task Force, Behavioral Intervention Team, Retirement Plan and Title IX.
19.Perform all other job-related duties as appropriately assigned.
Bachelor's degree required, advanced degree preferred in Human Resource Management, Industrial Relations, Business, Law or related field.
A minimum of five years of progressively responsible experience in human resources or its equivalent. Experience in higher education human resources preferred.
Licenses or Certifications:
SHRM Certification is preferred. Extensive knowledge of benefits or CEBS certification desired.
North Central College seeks an accomplished and visionary leader to serve as the Assistant Vice President (AVP) of Human Resources. This executive will have college-wide accountability for providing comprehensive human resources services, expertise, policies and best practices. The AVP will develop and execute human resource strategy in support of the overall College strategic plan and direction, specifically in the areas of compensation and benefits, talent acquisition, change management, performance management, employee engagement, and training and development.
In addition, this position may serve as a Deputy Coordinator for Title IX.
